Rights to use land are a unique form of property that many entities in society seek to acquire, exploit, and utilize. This article discusses the legal nature of land use rights, analyzes the rationale behind the State’s authority in determining eligible land users, and highlights the need for balancing economic effi ciency with legal equity and territorial integrity.
