Abstract

This article examines the role of judicial reform in enhancing the protection of human and citizens’ rights, particularly in the adjudication of administrative cases. It focuses on the principles of the rule of law, transparency, fairness, and accountability in administrative adjudication. Particular attention is given to the application of the administrative measure of placement in reform schools to minors, which presents significant challenges to ensuring the rights to a fair trial, legal protection, and comprehensive development. The article recommends strengthening mechanisms for controlling judicial power and improving the relevant legal framework to ensure greater alignment with human rights standards in the context of ongoing judicial reform.
