Abstract

The preparation, appraisal, and approval of compensation, support, and resettlement plans constitute an important stage in the procedures for land recovery for national defense and security purposes or for socio- economic development in the national and public interest. Ensuring public disclosure and transparency throughout these processes is therefore essential to balancing the public interest with the legitimate interests of affected land users. Although the 2024 Land Law and Resolution No. 254/2025/QH15 contain progressive provisions, their implementation continues to reveal limitations in ensuring public disclosure and transparency. This article analyzes the legal provisions governing the preparation, appraisal, and approval of compensation, support, and resettlement plans and proposes recommendations to improve transparency and public access to information during implementation.
