Abstract
The Ho Lao communal house–pagoda, located in An Sinh ward, Quang Ninh province, is a national historical and cultural relic closely associated with the spiritual life of the local community and the establishment of the Fourth Dong Trieu War Zone during the pre-August Revolution period. With its significant historical, cultural, and revolutionary values, the relic plays an important role in traditional education, the preservation of cultural identity, and the development of local tourism. Based on documentary research, field surveys, and an analysis of the current situation, this article examines the achievements as well as the existing limitations in the protection and promotion of the relic’s values. On that basis, it proposes several solutions to improve the effectiveness of relic management, conservation, and value promotion in a sustainable manner, in association with cultural and tourism development and community participation. These measures are expected to contribute to enhancing the role of heritage resources in local socio-economic development.
