Abstract

This article analyzes the Regulatory Sandbox mechanism as a flexible institutional solution to address legal gaps in the wake of AI advancement under the 2025 AI Law. By benchmarking experiences from Singapore, it clarifies core features such as risk-based governance and identifies cross-sectoral coordination challenges. Consequently, key recommendations are proposed: formalizing "Exit Reports," establishing technology insurance, and aligning with international standards to foster a secure and sustainable innovation ecosystem.
