Abstract

The organization of multi-sectoral and multi-field ministries constitutes a central issue in contemporary legal scholarship and public administration studies. This article analyzes major theoretical perspectives on governmental organization and operation as the foundation for establishing multi-sectoral and multi-field ministries. It also examines the practical implementation of this model in Vietnam, identifying key achievements as well as existing limitations and shortcomings in organizational structure and operational mechanisms. On that basis, the article proposes recommendations aimed at enhancing the effectiveness of ministries and ministerial-level agencies in the context of streamlining the state administrative apparatus in Vietnam.
