Abstract

In the context of an increasingly complex security and public order situation in the capital, with the emergence of new forms of crime, building a highly skilled, disciplined, and modern grassroots police force has become a top priority. Recognizing the role of grassroots police as the direct “shield” at the local level, Hanoi City Police have actively implemented plans to strengthen training in regulations, military skills, and martial arts for officers stationed at commune and ward levels. This is not merely a routine training activity but a strategic solution aimed at reinforcing discipline and order while enhancing combat readiness and the ability to respond effectively to practical situations among grassroots police officers.
