Abstract

In recent years, alongside socioeconomic development in Lao Cai province, crime and other violations of law have become increasingly complex. The number of individuals subject to supervision at the grassroots level, particularly those legally required to undergo such supervision, has also increased. Among them are ethnic minority individuals who have completed prison sentences. Their reintegration into the community may have significant implications for local security and public order, thereby posing numerous challenges to the management activities of commune-level Police. This article examines these challenges and provides a basis for improving the effectiveness of the management and community reintegration of ethnic minority individuals who have completed prison sentences in Lao Cai province.

Keywords: Commune-level police, ethnic minorities, Lao Cai, management and rehabilitation, prison sentence completion.
