Abstract

Digital learning materials are not merely “files” but an essential component of teaching, learning, and quality assurance within the broader context of digital transformation in higher education. Evidence from many universities shows that such materials are often developed in a fragmented and inconsistent manner, making them difficult to locate, reuse, or update; quality control remains limited; copyright issues are common; and in some cases, learning materials fail to function reliably on learning management systems. This study proposes a standardized seven-step workflow—design, development, review, standardization, storage, sharing, and continuous improvement—based on three categories of requirements: pedagogical, technical, and administrative. The workflow aims to unify development practices, ensure minimum quality standards, establish transparent version control, and support stable deployment on digital learning platforms. Ultimately, it contributes to building a centralized digital learning repository, enhancing internal sharing, and improving training quality while promoting digital transformation at Phu Yen University.
