Abstract

In the context of building a socialist rule-of-law state and promoting democracy in conjunction with discipline and order, innovating the operational methods of the Vietnam Fatherland Front has become an essential requirement. During the 2025-2030 period, Hai Phong City is undergoing rapid development, accelerated urbanization, increasing social diversity, and greater differentiation of interests. These changes require the Front to move beyond traditional mass mobilization toward stronger roles in organization, coordination, and the creation of spaces for substantive democratic participation. This article analyzes the theoretical and political foundations of such innovation, evaluates achievements and existing limitations, and proposes orientations and solutions toward a more substantive, professional, and modern approach centered on the people. These measures aim to strengthen great national unity and promote the sustainable development of Hai Phong City.
