Abstract

This article examines the positive impacts and emerging implementation challenges of the 2024 Land Law, with reference to the current consolidated text set out in Consolidated Document No. 44/VBHN-VPQH of 2026. The analysis focuses on legal policies that directly affect sustainable economic development, including land finance, land valuation, access to land, land recovery, compensation, support, resettlement, and changes in land-use purposes. The findings indicate that the 2024 Land Law represents a significant shift toward a more market-oriented and transparent land governance framework while strengthening the protection of land users’ rights. Nevertheless, several provisions continue to give rise to implementation difficulties and require further guidance, greater legal coherence, and more effective oversight in practice. On this basis, the article proposes legal reform solutions aimed at improving the effectiveness of land governance, reducing transaction costs, and promoting sustainable economic development.
