Abstract
Based on an analysis of the manifestations of breakthrough thinking in Resolution No. 26-NQ/TW, this article proposes specifi c solutions to implement such thinking in practice. The focus is placed on key domains including policy mechanisms, spatial planning, infrastructure development, human resources, investment attraction, and environmental protection. These recommendations are formulated with attention to feasibility and eff ectiveness under the actual conditions of the North Central and Central Coastal Region.
