Abstract
This study examines the theoretical foundations, policies, and current state of green economic development in Ca Mau Province through literature review, document analysis, and policy evaluation. The findings indicate that Ca Mau has considerable potential in the marine economy, aquaculture, mangrove forests, renewable energy, and ecotourism. However, its green transition is constrained by climate change, coastal erosion, inadequate infrastructure, limited technological capacity, workforce quality, weak value chain linkages, and restricted market access. The study proposes five groups of solutions focusing on infrastructure, science and technology, digital transformation, ecological agriculture, sustainable fisheries, workforce development, value chain linkages, market expansion, and resource mobilization.
