Abstract

Controlling the exercise of power is a fundamental requirement for building a socialist rule-of-law state and a core solution for preventing and combating corruption and misconduct. Resolution No. 04-NQ/TW, dated April 1, 2026, reaffirms the necessity of strengthening power oversight in conjunction with refining the institutional framework for anti-corruption. Against this backdrop, the article analyzes the requirements for power oversight in the spirit of Resolution No. 04-NQ/TW, clarifies theoretical and practical aspects of anti-corruption legislation in Vietnam, and proposes directions for improvement to enhance the effectiveness of power oversight, promote openness, transparency, and accountability, and prevent the abuse and degradation of power.
