Abstract

The recruitment of public employees in the field of marine and islands is not just a regular personnel issue but directly relates to the quality of operations in research, management, and public services within the maritime sector. However, the current legal framework for recruitment in this field mainly relies on the Law on Public Employees and its guiding documents, with no specialized provisions suited to the sector’s characteristics. Furthermore, existing legal normative documents still show many limitations, making practical implementation difficult. This article analyzes the current legal regulations and proposes practical measures to improve the effectiveness of legal provisions on recruiting public employees in the marine and island field, in line with the requirements of sustainable development.
