Abstract

This article examines proposed reforms in the Draft Revised Land Law concerning compensation land prices in cases of state land acquisition, highlighting the transition from command-and-control administration to data-driven macro-governance. It focuses on three key reforms: replacing project-specific land prices with a model integrating annual land price tables and adjustment coefficients through the National Land Database; decentralizing land-pricing authority to provincial People’s Councils while eliminating intermediary advisory bodies to enhance accountability; and introducing flexible compensation mechanisms to safeguard citizens’ property rights. The article proposes adjusting land price coefficients flexibly, strengthening independent review, adopting replacement-value compensation, and ensuring the equitable distribution of increases in land value.
