Abstract

Central Vietnam and the Central Highlands constitute a strategically important region and are home to numerous ethnic minority communities. Therefore, the effective mobilization and utilization of resources for implementing ethnic minority policies in the region are of particular strategic significance. Drawing on an overview of the existing policy framework, this article examines the mobilization and utilization of financial, natural, infrastructural, human, cultural, and community resources in the implementation of ethnic minority policies. On this basis, it proposes solutions to improve the effectiveness of resource mobilization and utilization for implementing ethnic minority policies in Central Vietnam and the Central Highlands.
