Abstract
The Basic Plan for Artificial Intelligence (AI), established under the Act on the Promotion of Research, Development and Utilization of Artificial Intelligence, constitutes Japan’s national strategy for guiding AI research, development, and application. The Plan seeks to position Japan as a global leader in AI by promoting innovation while addressing associated risks, with particular emphasis on developing an ecosystem of trustworthy AI. To achieve these objectives, it requires relevant government authorities to formulate guidelines consistent with international principles and standards. These guidelines are intended to inform the future development of legislation, regulatory frameworks, and government-led initiatives across various sectors.
