Abstract
The service-oriented government (SOG) model redefines the role of the government by emphasizing efficiency in public service delivery, transparency, and citizen participation, rather than centralized administrative control. This model has been widely adopted in jurisdictions with advanced administrative systems by integrating digital technologies and institutional reforms to enhance the quality of public services. By analyzing the theoretical foundations of SOG, its core principles, and the challenges associated with its implementation, this study examines international experiences in administrative reform and policy adaptation that may apply to the Vietnamese context. Accordingly, the paper proposes legal framework reforms to establish a government guided by a service-oriented approach, strengthened accountability mechanisms, and the optimization of public service delivery for citizens.
