Abstract

The article analyzes the practical process of assessing policy impacts related to data construction, development, and governance at the Ministry of Public Security in the context of Vietnam’s accelerating national digital transformation. Based on an evaluation of achieved outcomes—particularly the role of national and sectoral databases—the paper identifies existing limitations in institutions, infrastructure, human resources, and mechanisms for data exploitation and sharing. Accordingly, the author proposes several key solutions to effectively implement policies on data construction, development, and governance in Vietnam in the coming period.
