Abstract

Primary education is the foundational level in the national education system. The implementation of the 2018 General Education Program requires primary school teachers to possess solid professional knowledge and appropriate pedagogical capacity, in which the capacity to organize diff erentiated teaching is considered essential. In ethnic minority areas, this capacity is a set of qualities, skills, and pedagogical expertise necessary for teachers to design, implement, and adjust appropriate teaching activities.
