Abstract

The sanctioning of administrative violations in Vietnam is governed by the Law on Handling of Administrative Violations, as amended and supplemented, together with Government decrees providing detailed regulations for specific sectors. In the land sector, on July 13, 2026, the Government promulgated Decree No. 281/2026/ND-CP amending and supplementing certain provisions of Decree No. 123/2024/ND-CP on administrative sanctions for violations in the land sector, which took effect on August 31, 2026. This article examines several key amendments introduced by Decree No. 281/2026/ND-CP in comparison with Decree No. 123/2024/ND-CP. Based on this analysis, the article provides observations and proposes several recommendations aimed at facilitating the consistent and effective implementation of Decree No. 281/2026/ND-CP in practice.
