Abstract

Amid the accelerating wave of digital transformation reshaping the global economy, governance, and education systems, information security has evolved beyond a purely technical concern to become a strategic priority closely linked to economic development and the protection of digital sovereignty. The development and effective governance of cyberspace have emerged as urgent tasks for many nations. Accordingly, ensuring cybersecurity and safeguarding national sovereignty in cyberspace have become central priorities reflected in national strategies, policies, and concrete actions, including those of Vietnam. This article analyzes the current context and proposes several measures aimed at improving state management of cybersecurity and national security in cyberspace.
