Abstract
This study employs document analysis and synthesis to develop a framework for the problem-solving and creative competence of Grade 3 students in the Nature and Society subject. Drawing on Vietnam’s 2018 General Education Curriculum and research on creative thinking, the study proposes five components: identifying and clarifying problems; collecting and processing information; generating ideas and solutions; selecting and implementing solutions; and evaluating, refining, and applying solutions. Each component is described through observable behavioral indicators and a three-level rubric designed to support teachers’ classroom assessment. The study also proposes topic-based learning tasks and an instructional process appropriate for Grade 3 students. As the proposed competence framework and assessment tools are theoretical, they require expert appraisal and classroom validation before being used to evaluate students’ competence.
