Abstract

Amidst the continuing complexity of the drug situation, the 2025 Law on Drug Prevention and Control has introduced and refined numerous key provisions. This article analyzes new regulations regarding the management of illicit drug users, addiction treatment, post-treatment management, and the responsibilities of local authorities. Based on this analysis, the study evaluates the Law's impact on the goal of establishing drug-free communes and wards. It also identifies challenges and obstacles encountered during the local implementation of these new regulations and proposes solutions to enhance the Law's effectiveness, thereby contributing to the creation of drug-free communes and wards.
