Abstract

This article analyzes the current legal framework governing the preservation and promotion of historical relic values, particularly following the adoption of the Law on Cultural Heritage No. 45/2024/QH15, effective from July 1, 2025. Using field surveys and normative legal analysis at the National Historical and Cultural Relic Site of Grand Marshal Bui Ta Han, the study identifies notable achievements as well as limitations in management mechanisms, the designation of protected areas, and heritage utilization. It proposes comprehensive solutions to improve the legal and institutional framework, strengthen state management capacity, and establish sustainable connections between heritage preservation and local cultural, educational, and tourism development.
