Abstract

Vietnam’s legal framework governing real estate brokerage services has progressively developed through the Laws on Real Estate Business of 2006, 2014, and 2023, together with relevant amending and implementing instruments. These regulations establish legal requirements concerning business conditions, professional qualifications, and the rights and obligations of real estate brokers. However, several shortcomings remain regarding professional practice requirements, regulatory oversight, responsibility for verifying property information, and transaction transparency. This article examines the current legal framework, identifies key legal issues arising from real estate brokerage activities, and proposes directions for improvement. The recommendations aim to enhance transparency, accountability, professionalism, and the sustainable development of Vietnam’s real estate brokerage market.
