Abstract
This article examines the theoretical foundations and the current legal framework governing civilian UAV operations in airport areas in Vietnam. Based on an assessment of law enforcement and practical implementation, the article identifies limitations in prevention, detection, early warning, risk assessment, and coordination among relevant authorities. On this basis, it proposes improvements to the legal framework toward proactive, risk-based management, enhanced UAV detection and identification technologies, clearer responsibilities for UAV operators, and strengthened inter-agency coordination, with a view to ensuring aviation safety and security.
Keywords: Airport, aviation security, UAV management.
