Abstract

The Communist Party of Vietnam unifies leadership in personnel work and the management of the cadre team. This is both a responsibility and a leadership function that the Party must consistently uphold as the ruling party. It is well recognized that cadres are the decisive force in successfully implementing political lines and even determining their fate. Cadres, particularly leaders and managers, are the most critical factor in ensuring the Party's leadership role and guiding the country's development in accordance with the socialist orientation. This article analyzes the leadership role of the Communist Party of Vietnam in personnel work towards the 14th National Congress of Delegates.
