Abstract

This article proposes a competency framework for developing university students’ capacity to respond to non-traditional security threats through National Defense and Security Education. Based on an analysis of the current curriculum, the study identifies four core competencies: recognizing and assessing situations, making safe decisions, taking initial response measures, and demonstrating coordination and self-control. Accordingly, four instructional modules are proposed: situation analysis; emergency escape and incident safety; basic first aid; and evacua-tion and crowd emergency response. This approach integrates theoretical knowledge with sce-nario-based learning and practical activities, enabling students to progress from threat aware-ness to the selection and implementation of appropriate responses.
