Abstract

Throughout the country's development, the Party has consistently affirmed that culture is the spiritual foundation of society, serving as both a goal and a driving force for development. From the 1991 Platform for Building the Country during the Transition Period to Socialism, to the 1998 Central Committee Resolution No. 5 of the 8th Congress, followed by Resolution No. 33-NQ/TW of the 9th Central Committee Meeting of the 11th Congress in 2014, and the documents of the 13th and 14th Party Congresses, this article clarifies the Party's new perspective on the role and function of culture in the current context.
