Abstract

The article analyzes the views of the 14th Congress of the Party on building and developing a contingent of intellectuals in the context of promoting national industrialization, modernization, and digital transformation. On the basis of clarifying core contents such as affirming the pivotal role of intellectuals, improving mechanisms for attracting and utilizing talent, and creating a conducive environment for innovation, the article assesses the current situation of implementation in Hanoi. From this analysis, the author proposes a number of coordinated solutions to enhance the effectiveness of building and developing the capital’s contingent of intellectuals, thereby meeting the requirements of rapid and sustainable development in the new period.
