Abstract
In the context of economic institutional reform, the land administration system in Vietnam is undergoing a historic shift from "state management" by administrative orders to "modern governance" based on market principles. This study examines clarifying legal breakthroughs from the Land Law 2024, especially the land pricing mechanism, multi-purpose land use and digitization of cadastral data. Although the new legal corridor creates great momentum, practical implementation still reveals many bottlenecks due to legal con(icts and weak data systems. The study proposes that developing a comprehensive governance ecosystem, integrating blockchain technology and new 'nancial tools is an inevitable direction to thoroughly resolve barriers and meet the requirements of integration and sustainable development.
