Abstract
The 2015 Civil Code for the fi rst time recognizes the institution of people with cognitive and behavioral diffi culties as a specifi c group of legal entities, demonstrating progressive and humane legislative thinking. However, the implementation of this provision in practice still faces shortcomings such as the lack of specifi c guidance on determining the lack of cognitive and behavioral capacity but not to the extent of losing civil capacity, and the provisions on the right to vote and the right to run for National Assembly and People's Council deputies of this entity are also not reasonable and feasible. The article focuses on analyzing the theoretical basis, assessing the current state of law enforcement and proposing solutions to improve, thereby contributing to improving the eff ectiveness of protecting the legitimate rights and interests of this entity.
