Abstract

This study analyzes practical barriers and proposes policy solutions to enhance access to general education for M'Nông students in Dak Lak province. Based on the analysis of provincial policy reports in 2026 and field in-depth interview data in Lak and Buon Don districts, the paper identifies three main barriers: (1) Difficulties in using the Vietnamese language in grade 1; (2) Secondary school dropouts due to family circumstances and skepticism regarding post-graduation employment opportunities; (3) A shortage of basic teaching equipment and capital delays in constructing multi-level boarding schools in border areas. On this basis, the paper proposes a comprehensive policy solution framework aimed at resolving infrastructure challenges, innovating teaching methods, refining social security policies, and improving training efficiency linked to local livelihoods.
