Abstract

In the fight against drug-related crime and social problems, practical experience shows that many incidents do not originate from major criminal networks but rather from loopholes in local accommodation and residency management. When lodging establishments, boarding houses, homestays, short-term rental apartments, and worker camps fail to properly implement temporary residence registration and verify tenants’ identities, they may become locations where individuals organize illicit drug use, engage in drug trafficking, or conceal themselves after committing crimes. Therefore, strengthening accommodation management at the local level is not merely a fundamental administrative measure but also an important preventive mechanism for detecting and addressing potential risks at an early stage, thereby helping prevent drug-related crime from infiltrating and affecting the community.
