Abstract
Propaganda and mobilization activities aimed at encouraging ethnic minority communities to surrender weapons, explosives, and supporting tools have long been central and continuous components of the security and public order strategy of the Dien Bien Provincial Police. Understanding the importance of maintaining peace and safety in villages, the police force has proactively developed effective community–mobilization models, renewing both the content and methods of outreach to align with local realities. Rather than applying rigid administrative orders, the police adopt a gradual and persuasive approach, leveraging the influence of respected community figures, village leaders, and elders to dismantle potential hidden “weapon stockpiles” within the population. These efforts contribute significantly to strengthening grassroots security and promoting community awareness and cooperation.
