Abstract

This article examines the implementation of the law on the right to education of persons with disabilities in Hanoi in the context of Vietnam’s increasing emphasis on ensuring human rights and promoting inclusive education. Based on an analysis of relevant legal regulations and observations of local practice, the article evaluates the achievements made and identifies several limitations and difficulties in ensuring the educational rights of persons with disabilities. On that basis, it proposes a number of solutions to improve the effectiveness of legal implementation, including policy refinement, the enhancement of facilities, the improvement of teacher quality, and the promotion of public awareness activities.
