Abstract

The XIII National Congress of the Communist Party of Vietnam emphasizes that culture serves as the spiritual foundation of society and a driving force for economic development. Studying and applying these viewpoints off ers profound insight into the role of culture in shaping personality, fostering ethical values, and educating lifestyles among Vietnamese people in the new era. Cultural development plays a dual role: preserving and promoting traditional values while selectively integrating progressive global values. Building a well-rounded Vietnamese citizen rich in virtue, intellect, and capability is the core foundation for national strength and successful international integration, aligned with the goals of the XIII Party Congress.
