Abstract

Amid rapid globalization, urbanization, and digital transformation, promoting culture has become fundamental to community development. Culture not only shapes identity, value systems, and norms of behavior but also strengthens social cohesion, encourages public participation, and enhances communities’ capacity for self-governance. However, contemporary development presents several challenges, including increasing individualism, declining community interaction, changes in traditional values, social disparities, and the adverse effects of the digital environment. This article examines the current state of community culture and proposes measures for its development in a humane, modern, and sustainable manner appropriate to contemporary social conditions.
