Abstract
The article examines mechanisms for ensuring the effective implementation of community-based diversion measures for juvenile offenders in Vietnam under the 2024 Law on Juvenile Justice, as amended and supplemented in 2025. The objects of the study are the legal provisions on the purposes, principles, authority, implementing bodies, direct supervisors, implementation plans, and coordination responsibilities of families, schools, local authorities, and support-service providers. Using legal doctrinal analysis, comparison with international standards on juvenile justice, and synthesis of practical experience, the article argues that the effectiveness of diversion does not depend solely on the decision of the competent procedural authorities to apply such measures. Rather, it depends primarily on the capacity to transform that decision into a planned, supervised, and properly supported rehabilitative process.
