Abstract

Over the past period, Thanh Hoa Provincial Police have focused on leading and directing efforts to transform key areas with complex security and public order issues, regarding this as a central task to thoroughly address “hot spots” at the grassroots level. Guided by the motto “proactive prevention, decisive attack,” the provincial police force has not only relied on professional measures but has also prioritized mobilizing the collective strength of the entire political system and the wider community. Through a synchronized implementation of measures—from reviewing and classifying localities to developing community-based self-governance models—the Thanh Hoa Police have gradually dismantled crime hotspots, improved the living environment, and strengthened public confidence.
