Abstract

This article examines the leadership of the Dong Thap Provincial Party Organization in promoting socio- economic development in border areas from 2015 to 2025. The findings indicate a shift in leadership priorities from stabilizing local communities and developing essential infrastructure to creating new growth drivers that integrate economic development with social progress, national defense, security, and external relations. The translation of policies into specific measures, assignment of responsibilities, prioritization of resources, and strengthened oversight contributed to improvements in agriculture, border trade, infrastructure, education, and employment. Nevertheless, limitations remain in growth quality, investment attraction, production linkages, and implementation coordination. The article draws lessons concerning strategic vision, results-based governance, human resource development, and adaptive oversight to enhance leadership effectiveness and promote the sustainable development of border areas.
