Abstract

As Vietnam restructures its administrative units and implements the two-tier local government model, grassroots Party organizations face an increasingly urgent need to reform their leadership methods for socioeconomic development. Cam Ly Commune in Bac Ninh Province was established through the merger of the former communes of Cam Ly, Vu Xa, and Dan Hoi. This restructuring has created new development opportunities while also generating challenges related to organizational arrangements, resource utilization, economic restructuring, and improvements in residents’ living standards. This article examines the leadership of the Cam Ly Commune Party Committee over the local government in promoting economic development. Based on the analysis, it proposes measures to strengthen the Party Committee’s leadership capacity and methods, improve the effectiveness of local government administration, and mobilize resources for local economic development during the 2025–2030 period.
