Abstract

Social insurance is a core pillar of the social security system, playing a crucial role in ensuring the rights and stability of people's lives, especially vulnerable groups such as ethnic minorities. Over the years, the Vietnamese Party and State have issued many policies and guidelines to expand social insurance coverage in mountainous and border regions. However, the participation rate in social insurance (especially voluntary social insurance) among ethnic minority people remains low and unsustainable. This article proposes solutions to promote the implementation of social insurance policies for ethnic minority people in Vietnam today.
