Abstract

This study draws on international experience to propose a framework for assessing information technology infrastructure and digital platforms in Vietnamese general education institutions. Using document review and comparative policy analysis, it examines international practices and compares them with Vietnam’s current assessment instrument. The findings identify three complementary approaches: system-level monitoring, minimum technical standards, and digital maturity assessment. Accordingly, the study proposes a two-tier framework comprising minimum conditions and four levels of digital maturity. The framework encompasses seven domains and incorporates input, process, and outcome indicators.
