Abstract

This article analyzes the current state of work pressure and motivation among civil servants in Tam Kim commune, Cao Bang province, within the context of the current two-tiered government model. The research results indicate that civil servants in Tam Kim commune are facing heavy work pressure, particularly from the workload assigned by superiors (67.9%) and pressure from overtime work (75%). Notably, low income and inadequate allowances are the biggest obstacles causing a loss of motivation (78.6%), while the need for a special allowance mechanism for mountainous and border areas reaches 85.7%. The study concludes that the work motivation of civil servants in Tam Kim commune is showing signs of decline due to an imbalance between responsibility and economic bene'ts. The signi'cance of this research lies in providing a practical basis for management agencies to adjust incentive policies, build scienti'c work processes, and enhance online professional support to reduce pressure and thereby improve the eRciency of grassroots administrative apparatuses in particularly diRcult areas.
