Abstract
This article examines the legal framework and implementation of electronic monitoring measures for accused minors under the 2024 Law on Juvenile Justice, as amended and supplemented in 2025. Drawing on the legislative and implementation experience of selected countries, the article evaluates the progressive aspects of the current regulations and identifies gaps and challenges affecting their implementation in Vietnam. These challenges include technical infrastructure, human resources, funding, and the risk of social stigmatization. On this basis, the article proposes solutions to improve the relevant legal provisions and ensure their effective practical implementation during the preparatory period before the regulations on electronic monitoring officially enter into force on January 1, 2028.
