Abstract
Effective mass mobilization by commune- and ward-level authorities plays an important role in promoting citizens’ democratic participation and improving local governance. This article examines the current situation, underlying causes, and challenges facing mass mobilization by local authorities in Hai Phong City under the two- tier local government model. Drawing on local reports and official information from 2025 to 2026, it identifies improvements in public service responsibilities, the content and methods of mass mobilization, and coordination among relevant actors. The analysis highlights the need to integrate mass mobilization into public service delivery, respond more effectively to citizens’ needs, and strengthen dialogue, accountability, and inter-agency coordination. The findings provide a basis for developing measures to improve the quality of mass mobilization in accordance with local conditions.
