Abstract
Physical education (PE) and school sports play a central role in Vietnam’s strategy to promote the comprehensive development of young people’s stature, physical fitness, and determination. This study examines the current state of PE and school sports in relation to the governing legal framework, the overarching strategic directions set out in Decision No. 1189/QĐ-TTg, and the challenges of resource and infrastructure planning. Drawing on legal analysis, public policy synthesis, and systems research, the study identifies the achievements of the existing legal framework and major bottlenecks. Based on these findings, it proposes innovative, targeted measures to mobilize resources for school sports infrastructure in a changing context.
